'Efficiency' Is Not a Synonym for 'Cuts': A DOGE Dictionary

The Plain Fact

The Department of Government Efficiency uses a vocabulary that sounds technical and means something else. A partial dictionary is in order.

THE DICTIONARY

"Efficiency": In engineering, efficiency is the ratio of useful output to total input. In DOGE's usage, efficiency means reducing input without measuring output. When DOGE cancels a federal contract, it measures the dollars saved. It does not measure the service lost. A hospital that fires half its nurses has reduced its labor costs. It has not become more efficient. It has become understaffed.

"Waste": In ordinary language, waste is expenditure that produces no value. In DOGE's usage, waste is expenditure whose value is not recognized by the people making the cuts. The National Institutes of Health funds research grants that take years to produce results. From the perspective of a quarterly earnings report, multi-year research is waste. From the perspective of the nation that produced the mRNA vaccine, it is the pipeline.

"Modernization": In DOGE's usage, modernization means replacing government systems with private-sector systems. When DOGE proposes replacing a federal payment system with a commercial platform, the word "modernization" implies improvement. What it describes is the transfer of government functions to private companies, which introduces profit motives into processes that were designed to be non-commercial.

"Redundancy": In DOGE's usage, redundancy means duplication that can be eliminated. In critical systems engineering, the field from which DOGE's leadership originates, redundancy means backup capacity that prevents catastrophic failure. A bridge with two load-bearing cables is not wasting a cable. It is surviving the failure of one. Federal payment systems that process $6.5 trillion annually maintain redundancy for the same reason.

"Transparency": DOGE has published spending data on a public website, calling it "unprecedented transparency." The data includes contract values and agency names. It does not include the services those contracts provide, the populations they serve, or the consequences of their cancellation. A spreadsheet of numbers without context is not transparency. It is the appearance of transparency, which is a different thing.

THE PATTERN

Each term performs the same function: it borrows legitimacy from a technical domain (engineering, business, technology) and applies it to a political domain (government spending) where the technical meaning does not translate. The vocabulary creates the impression of expertise while obscuring the value judgments embedded in every spending decision.
